Revenue stamps were not available at any post office in Delhi for months but were being used all over Delhi. Is it too difficult to pinpoint people responsible for unavailability of revenue stamps through proper channel?

BSES stores lot of irrelavent stationery, with same person signing as contractor, deponent, first witness and second witness. Why should BSES demand such documents for new connection/upgradation unless it has interests in circulation of TELGI stationery?
