The entire street outside is digged. Last evening, I found two cables exposed with plastic covering peeled away. If these are live cables, there may be a mishap any time. I lodged a complaint over 01139999777 over 15 hours ago.
BSES and administration always patiently wait for a major mishap and deaths before initiating any action.

On nonpayment, BSES STEALS away the meter.
For ages, electricity people disconnected electricity with a plier and then reconnected after dues were paid.
Earlier this week, my tenant - a gold loan company - found meter missing. They rushed to police station and lodged theft complaint.
The bill had been paid before disconnection. The tenant company sorted out the matter and paid restoration charges Rs60 in cash. The meter was promised to be installed AFTER A WEEK.
Unwilling to remain without electricity, the consumer has two option:-
1. Pay bribe at spot for instant restoration.
2. Make direct connection, as MOST people do, and pay compounding bribe for impending police action.
WHY SHOULD BSES REMOVE METER AT ALL?


20 October 2012 : Site visited by Shri Sunil and one more person. I am told to either apply for shifting of two existing meters into panel OR GET IT DONE WITHOUT APPLICATION, PAYING THEM Rs3000
CVO BSES fax 26273311 not responding on too many attempts at different times.. Dummy officer, drawing HARAAM KI TANKHAA, should be dismissed and barred from holding any post for lifetime.

You are requested to provide three phase connection on my existing CRN 102768804 at B-1/104 SF, Paschim Vihar, New Delhi-110063.
BSES and electricity providers under earlier brands have been storehouse of FAKE documents on TELGI stationery. I quote my old complaint in support.

05.06.2006 
As desired by the staff to get the complete file, I purchased documents from a tout outside BM(D) office for Rs350. The amount cannot be attributed to test report since the contractor Pummy Electricals never visited the premises to inspect fittings. Also the amount cannot be attributed to affidavit. The notary JC Trikha and I never faced each other. The documents have been signed by Manjit singh without any address or contact information, as witness. Why is that man recognised as VIP by BSES staff? Please seize file number N6060087 and verify that signatures of both contactor and notary are FORGED. In all probability, a bulk of fake document sale proceeds is going to Shri Jitendra Singh and his staff. I once again request you to seize lakhs of fake documents stored at BMD office and get the same checked from an investigating agency.

Please refer to my complaint dated 28 January 2008. Bribe of Rs1000/- has been played down as a routine bonafide procedure at par with tonnes of fake documents inside and tout mandi outside every BSES office. RelianceInfo provides telephone connection on single telephone call. The sister company BSES succumbs to malafide needs of corrupt employees carried over from DESU and DVB.

Now BMD wants to check up address on demand note ISSUED FROM HIS OWN OFFICE. In stead of looking into his own records, unfeasible without winged request, the consumer is told to bring and show the same. Next time should I tell the colour of his socks and number of coins in his pocket - or else pay a hefty bribe to compound my inability to scan clothes?

In case address on connection application is incorrect, how was connection okayed by inspector and provided at different address. After that was, it not the duty of every meter reader to report discrepency?

1. My son visited BSES a dozen times and I faxed the complaint twice. Yet the consumer address on bills continues to be incorrect. In absence of bills, payments were not made.

2. Today, two BSES men visited the site. They were offered cheque for the arrear amount. However, they demanded a bribe of Rs2000; else they threatened to disconnect electricity.

3. In order to avoid distress, bribe amount was negotiatred at Rs1000 and paid. The cheque was then accepted..

On one hand, BSES continues to upgrade all its services, with facility of online payments. On other hand, the corrupt staff continues to perpetrate DESU and DVB culture. 

You are requested to look into the matter

For over a week I have been struggling at BSES website, Delhi Energy Minister, Control room, and complaint 42895556
Electricity to my house continues to be cut off every 2-3 hours.
The website bsesdelhi.com is designed to keep BSES people fully insulated from public.
Phone number 42895556 is set up for irrelevant conversation asking for CRN number apart from other things.
Website has 4 customer feedbacks perhaps collected by hand as there is no feedback link.
No list of complaint centers and no information about offices, vigilance, etc.
Phone numbers of complaint centers and officers keep changing so that public is unable to keep track.
No online complaint provision.
It appears the only concern of electricity companies is the bribe amount earmarked for those in power, with no consumer interest.

You are requested to consider BSES payment of damages to every consumer for every powerless minute.

23.09.2007 : NO RELIEF. First powercut of morning is already on.
Control room 22446900 gave local complaint number 32544704 which gives a film tune and then disconnects.
23.01.2008 : Every morning (8 AM) I begin with power cut, unable to use some computer features. My first reaction in the morning is prayer for ouster of the government even though it may be for the worse.

Around 2001-2002, the BSES/DVB staff manipulated my meter readings as follows :-
1. First month : Three times the actual consumption
2. Second month : Negligible consumption with minimum charges
3. Third month : Negligible consumption with minimum charges
Shri Jawala Prasad, MRI then graced my medical centre for negotiation of bribe amount to rectify bills. Since he failed to show identity card, I handed him over to police. Shri Jawala Prasad was presumably collecting funds for his superiors and politicians. He was immune to any action.

The AFOs and their teams have been regularly following that modus operandi. My current reading in bill is shown as 19360. Yesterday, I checked up the reading as 17221.

It is obvious that the whole episode is being repeated. You are requested to take necessary action and arrange to send rectified bill.

06.02.2007 : I received a phone call today from BSES claiming that they are unable to identify meters installed at my house. I fail to understand what "Meter identify karaa deejiye" means and construe such redundant statement as bribe demand. If the meters are unidentified, how have they been billing me for years?
13.02.2007 : Which currency note is required to be tagged on meters to identify those?
15.03.2007 : I just received phone call from Shri Sunil Johri (011-32978195) of Consumer Grievance Redressal Forum (BRPL) soliciting my comments. My bill was rectified - thousands of inflated bills are negotiated every day with bribes. Rarely, a consumer makes efforts and exposes such corrupt practice. Now it has been proved that bill was manipulated. If the responsibility is not fixed and the culprit continues in service, a consumer would feel more comfortable paying Rs500 to get bill rectified. I must have spent that amount on complaints.

I received bill no. 688478 due 14.02.2007 valued Rs11,600/-. The current reading (24.01.07) is shown as 19360.

I just checked up the meter and found the reading 17221. From my past experience and consumer cries in media, I know that such faulty bills are deliberately sent to to trap the consumers into corrupt AFO den for negotiation of bribes. 

You are requested to take stringent action against AFO and his staff for perpetrating the reign of corruption. Please also direct the AFO to send rectified bill with revised due date.

 TELGI STATIONERY IN DELHI :
During 2004, revenue stamps were not available at any post office in Delhi for months but were being used all over Delhi. Is it too difficult to pinpoint people responsible for unavailability of revenue stamps through proper channel?

BSES stores lot of irrelavent stationery, with same person signing as contractor, deponent, first witness and second witness. Why should BSES demand such documents for new connection/upgradation unless it has interests in circulation of TELGI stationery?

In continuation with my earlier complaints dated 03.05.2006, 02.06.2006, 05.06.2006, 15.06.2005 - all stored at http://ukmall.net/undigested/bses , I am to state that I just viewed on BSES website, current bill of Rs11011. Non-receipt of bill for seven months, dubious bribe demand, with no action on report, and finally an inflated bill - all suggest pressure tactics to bring the consumer in tune with corrupt set up. That may be a befitting reply to my satisfaction, expressed below, with the meter and previous bills. Most likely Sameer is a fictitious name - that hardly matters. Any consumer wanting to meet Sameer at BMD office is attended (in)appropriately by staff present there. The bills show sanctioned load of 2 KW against correct 11 KW. Two years ago, I remained collided head on with Er CS Sakkerwal & Co. for months on same issue relating to second floor. That appears to be a deliberate move to keep the office crowded and unapproachable to consumers in civilised manner.

Some years ago, electricity bills of my nursing home were manipulated and Shri Jwala Prasad visited me to negotiate. I handed him over to police for intrusion without identity card.

Today I visited BM(D) Punjabi Bagh with a request to accept my application for new connection without report and affidavit since all such documents submitted are mostly fake. 
A random check of documents pertaining to any number of cases would reveal that in nearly 100% cases, same person has signed as applicant, as deponent, as first witness, as second witness, as contractor, and sometimes as gazetted officer. 

The learned officer refused to accept my application and also to look into my contention. 

You are requested to look into the matter, seize the impunged store of documents and get my contention verified. It would be hard to believe that fake documents on Telgi stationery are being sold without a share going to aforesaid officer and others.

BMD Punjabi Bagh directed me to Mr Narender Mangal BM / Mr Vinay Chaudhry AMPS Phone 9350261942 (Not responding - for TOUTS only) who directed me back to BMD Punjabi Bagh "after tomorrow noon". Outside Janakpuri office, I was greeted by a tout just finishing bath, surrounded by huge cable rolls.
"Meter lagwana hai?"
"Nahin, Narender Mangal ya Vinay Chaudhry se milna hai."
"Lagwana to meter hi hoga. Ooper chale jao."

After a look at recent bills, I was advised to visit AFO office and contact Sameer (one of the two visitors).

Incidently, I have no complaint about meters or bills.

I am sure all high ups have an eye on their own share. I faxed the above letter just when the boys left. They could have been proposing in my street for hours. How easy could they be caught! Shri Jitendra Singh BM(D) refused to accept my written complaint. Is he not just drowned under corruption?

Subject : Suspicious working of BSES staff - Intrusion without identity card.
Esteemed Sir
1. A few weeks ago, a three phase meter of B-1/104 burnt out. The meter is not related to my electric supply. I have information that the concerned staff and consumer have been negotiating on bribe amount. For the reason best known to BSES staff, my name appears as complainant of burnt meter. 
2. Around 01 September, two (mature looking) persons came to me and asked about "Dr K Chaudhry". I informed them not being the actual complainant. They asked me to show bill of my meter and I wanted to see their identity cards. "Identity card renew hone gaye huye hain aur vaapis naheen aaye". I rang up 39999777 - like most other public utility numbers, it failed to respond. 
3. On 03 September, another person (a young boy) came to me and asked about "Dr K Chaudhry". I informed him not being the actual complainant. He looked at my meter and found the seal missing. 
4. I rang up 39999777 which failed to respond. I reported the missing seal to customercare on fax 26419833 and and reported unresponding phone to all spined levels. No one has contacted me so far. 
5. I feel the seal may be missing on two accounts. It could have been shed off during fire extinguishing. Alternatively, it could be a deliberate move of the BSES staff with the motive of extortion. 
6. During the past, I have repeatedly pointed out BSES as storing tonnes of fake documents (same person signing as applicant, as two witnesses, as contractor, as oath commissioner, etc). Accordingly I seek exemption from submitting affidavit or such other document in relation to missing seal. 
You are requested to look into the matter.

BSES Staff Approachable Through Bribes Only

On 19.04.2004 around 10.15 PM, I lodged no-current complaint for my house B-1/104 Paschim Vihar. Two persons appeared at midnight.

First they asked for torch or candle which I provided.
Then they asked for taar.
Then they asked for tape. They collected scrap polythene bag from road side and used that "panny" in place of tape.
Finally they asked me to sign compliance without offering a pen.

In all probability, they intended to be bribed in lieu of cable and tape.
Next morning I faxed my grievance to XEN (25228344), SE (25495755) and Chief Minister. Also I contacted JE (25276452) who assured me that the joints would be rectified and sealed "immediately". Twice again during 24 hours, I received same assurance.

28 hours after faxed messages to spined and unspined levels, the JE still intends to act "immediately (on receipt of bribe)"

I am in receipt of your communication no. BM/D/PJB/9/212 dated 11(/14)/6/04 
I regret to observe that BSES staff continues to carry DESU culture and refuses to do any thing until approached personally or through a tout with adequate bribe. 
1. Your communication does not bear address, phone number, fax number, email address or any other contact particular. Obviously you don't like to be approached by post, fax, email or any other manner and promote beeline ques. 
2. After searching out telephone number on internet, I rang up 25225938 around 11 AM today. Just as with any other official, you were unavailable. "Aap aakar Gunjan Sahab se mil leejiye" - every one in Delhi knows what that implies. 
3. Nearly a year ago, I processed change of connection ownership of B-1/104 Paschim Vihar (three connections) from SC Kapoor to Dr K Chaudhry. In spite of repeated reminders, current bills show old name. 
4. Nearly a year ago, I pointed out mistake of load figure in second floor connection. Depite repeated reminders, the bills are still showing incorrect figures. Obviously, some one in your office is waiting for a bribe. 
5. As featured on my website, the same tout outside your office signs a first witness, second witness and contractor in different languages and with different pens. Also in case of transfers, the same person signs for living/dead connection holder and attests the signatures as gazetted officer. Test reports are issued at the spot even for nonexistent addresses. Why should BSES demand and store such TELGI stationery?

Attached please find three bills received by me yesterday. 

1. Ownership of 2640 T815 0143, 0365, 0366 was transferred from S C Kapoor to Dr K Chaudhry on 02 July 2003 (receipt no. 11374 valued Rs8000/-). 

2. Sanctioned load of 2640 T815 0143 is shown as 0.20 in place of 2.00 

3. Meter reading of 2640 T815 0143 has been stagnant at 657 since 1st June 2004. 

Since I sent a reminder for first two points, every time I received the bills and no action has been taken, I conclude that action is taken only when requests are received through touts. 

Unwilling to persue that illegitimate mode, I am forced to opt for sending reminder daily until rectifications are confirmed.

I regret to complain against the conduct of aforesaid officer as follows :- 
1. Ownership of 2640 T815 0143, 0365, 0366 was transferred from S C Kapoor to Dr K Chaudhry on 02 July 2003 (receipt no. 11374 valued Rs8000/-). Sanctioned load of 2640 T815 0143 is shown as 0.20 in place of 2.00. In spite of my repeated requests, every time I received the bills and the bills bear old name. I conclude that action is taken only when requests are received through touts. 
2. Any communications sent by him do not bear address, phone number, fax number, email address or any other contact particular. Obviously he doesn't like to be approached by post, fax, email or any other manner and promotes beeline ques. 
3. Most applications for new connections and transfers are entertained through touts only. Any of the touts outside his office signs as first witness, as second witness and as contractor in different languages and with different pens. Also in case of transfers, the same person signs for living/dead connection holder and attests the signatures as gazetted officer. Even when the applicant is living and available easily, his signatures are forged to save time. Test reports are issued at the spot even for nonexistent addresses. Why should BSES demand and store such test reports? 
4. The officer is in habit of putting off the matters by demanding redundant documents. In my case, information in point 1 should be sufficient for him to act. Why should he demand CLEAR (not faxed) copies of any documents? 
5. For new connections, redundant affidavits and indemnity bonds are demanded. A probe would prove that all those bear forged signatures of deponent as well as attesting person. Why should BSES demand and store such TELGI stationery?

The electricity meter supplying second floor of B-1/104 Paschim Vihar (2640 T815 0366) has been showing stagnant reading since 1st June 2004. 

Based upon advertisements in newspaper and media, I have been attempting to report the matter over telephone. I enquired from phone 25276452, 36361534, 25225839, 9604555555. 

Mostly I was advised to que up at AFO office with some documents. 9604555555 gave 39999733 where the taped message had feable voiced too westernised accent for my knowledge of English language. 

You are requested to look into the matter.

Who is Senior? - DGM or AGM

As a habitual "head on" with multiple departments 365-66 days in a year, I have BSES fax number 25495755. While sending fax, the monitor window shows recipient as "SE(D) West". For the last several days, I have been dealing with BSES on following accounts :-
1. Change of ownership of three connections completed on 02 Sept 2003. Staff still waiting for bribe, to feed the ownership change in computer.
2. One connection bill showing 0.20 load in place of 2.00
3. Another connection meter stagnant since 1st june 2004
Yesterday SE fax refused to receive my fax. "Aap galat jagah fax kar rahe hein - yeh DESU ka daftar hai". Obviously the staff is unaware of change over from DESU to DVB and then BSES!
Just around 8 AM I realised that well placed Venus in my third house aspected by Moon in 9th house made today ideal for settlement of all issues.
I waited till office time. First thing, I sent reminder to the chief minister for my earlier corruption complaint against BM(D) PJB with copies to all others. To the aforesaid SE number, I could send fax only with auto-redial. Immediately, the recipient rang me up,
"Ye aap roz ki do fax bhej rahe hein, hamara aap kee problems se koyee concern nahin hai".
"Sir, mein to SE ko fax bhej raha hoon".
"Yaheen to aap galati kar rahe hein; yeh SE ka daftar nahin hai; main DGM bol raha hoon; aap apni problems AGM ko bhejiye".
"Main to DGM ko hee likhunga; DGM to AGM se bada hota hai".
"Yeh aap kya kahe rahe hein; aap MBBS to hein na? AGM bada hota hai; DGM chhota hota hai".
Several time during the past, I have been fully confident but wrong. Here I was talking to DGM. Obviously, I had to change my DGM-AGM reciprocal seniority for rest of my life.
After a few hours, I failed to digest the new version. Deputy Commissioner Police has several Assistant Commissioners under him. At MTNL, DGM certainly looked higher than AGM. I talked to a few people at BSES office - all opined that DGM is senior to AGM.
What was the problem with that DGM? In all probability, a clerk planted on his post with the help of commercial recruitment kit was posing as DGM. Perhaps he implied "Additional General Manager" when he claimed AGM as senior to DGM.
General Manager, Additional General Manager, Deputy General Manager, or Assistant General Manager - whatever GM - if he refuses to entertain corruption complaint, he is planted on his post and to trap and extort consumers.
I spent whole of the day at BSES offices, choking occasionally with cigarette smoke - hopefully all the issues have been ressolved.

A random check of documents pertaining to any number of cases would reveal that in nearly 100% cases, same person has signed as applicant, as deponent, as first witness, as second witness, as contractor, and sometimes as gazetted officer. 

Accordingly, I seek exemption from submitting such fake documents.

Daily Reminder dated July 1, 2

 Copy to : DCP (Crime) - In response to my complaint of 100% forgery over years, the BM(D) ceased file no. 60842 from concerned section. The applicant is nonexistent and about 20 sheets have all been signed by same tout in all capacities, from applicant to notary. The test report had blank load field. In spite of my information, I doubt if the officer could grab instant inspection report and demand note - both shown to me. The sustained forgery has been communicated to all spined and unspined levels of BSES continuously for a year. They are accepting accepting/storing fake documents as routine formality. DGM (25495755) even claims he is not concerned with the matter. After 3 PM, only touts (licensed contractors) are allowed inside to complete documentation signing with different pens and in different languages.

Madam refused to give me application form for extension after 3 PM when half a dozen touts were busy in the office itself signing in different names, in different languages and with different pens. Mr Vikas says you can get forms upto 4 PM
2-3 years ago, Shri Jawala Prasad, MRI graced my medical centre without identity card and asked me to show 2-3 latest electricity bills. On my refusal to recognise him and talk, he insisted on carrying on without identity and began writing a notice. I had to call the police and he apologised. While investigating the motive of his visit, I found the bills had been manipulated and he wanted to negotiate on rectification. After a spurt of complaints to all spined and unspined levels, the bills were rectified but no action taken against erring staff. Is it difficult to conclude that everyone in DVB - from gatekeeper to chairman - had vested interests in the corruption booty?

1. The gatekeeper allows only touts' representatives to enter during lunch time and after 3 PM against a passcode "Staff ka aadmi hoon". 

2. The staff shuffles the consumer from table to table and from room to room with little interest in disposal of cases. In a week time I could only receive erroneous demand notes as follows
