Is Your Mobile Number Trapped Too - What A Helpline!
You dial National Consumer Helpline number 1800-11-4000 and ask just anything. They trap your phone number into their database and begin pumping out spam bullets. I happened to call that number once, complaining against inaction of Airtel, TRAI, DOT, Police Commissioner and others in combating unsolicited phone calls and messages for five years. Sensing their "send complaints by registered AD" culture, I just refused to benefit from their help. They began sending SMS to my number. Today I protested over same telephone number. Since I had contacted them during the past, my mobile number was trapped into their database for sending UNPROMOTIONAL messages - What a reply!. Their website has no fax number or email address where I could send this note. They opt to contacted either with data trapping phone numbers or through paper work registered AD.


You have problem with house tax. Some Rish and Khurana from MCD visit your place. They collect a bribe of Rs10,000 and just do not do any thing to resolve your problem. You contact your resident welfare association. They advise you to pay bribes though "us" only so that you have a witness to your payment in event of fraud. That is the primary role of RWAs in our city. I spotted Mr Gautam, a principal at MCD model school - acting as FULL TIME mediator between consumers and DDA Water staff (before DJB). "Vo to bechaari widhwaa hai. Kahaan daftron ke chakkar laggayegi. Ghoom phir kar kuchh na kuchh to de jaayegi" : Gautam suggesting to a JE. The president of RWA federation moved around the colony in my car for an hour, halting and talking to DDA staff, without suspecting that he was being read thoroughly inside out.
Outside courts you would find many people who mediate in getting judgement your way. In case no one knows you there, you have to pay just Rs2 (TWO) to fabricate an acquaintance.
If you look for consumer court, you are more likely to land up at :-
1. Core Center (or Centre) - an NGO (Never Genuine Organisation) Supported By (or In Connivance With) DEPARTMENT OF CONSUMER AFFAIRS (Ministry of Consumer Affairs, Food & Public Distribution, Govt. of India). You can register your complaint online there. The response page has complaint ID Blank and a phone number prominently displayed in red - 1800-11-4000. For complaint ID, if you dial that number, you get a response - CORE is just an NGO with whom we do not have any concern. CORE appears to be a more refined group of people mediating between you and consumer courts just as RWAs above. Core Center does make you feel that it is a consumer court. Also it grabbed government website core.nic.in .
2. National Consumer Helpline, with an irritating welcome page of least explicit website you would ever think of. Just view that website, consumerhelpline.in and find if you can locate contact information. That bogus looking website appears to be owned by son or daughter of a topbrass at Ministry of Consumer Affairs - just like a criminal lawyer appearing before his father police commissioner to get his client (and father's victim) released.
CORE, NCH and such other organisations tend to steal the identity of consumer courts which are as unapproachable, corrupt and slow as civil courts and criminal courts

In response to HUNDREDS of complaints, I received this letter without "the report regarding my complaint".
What better can we expect from people dumped up with commercial recruitment kits - Fake degrees, fake nationality proof, fake SC/ST certificate, fake recommendation, fake police verification suppressing jail records?
The letter is in response to my three monhs old complaint. Dated 05 february, it was despatched on 07 february and delivered to me at 05 PM after two more days. With that speed of disposal of all matters - with no bribes involved - where is the need to send by speed post?

Esteemed Sir 

I lodged a complaint online at core.nic.in on 8-18-2008 2:40:58 AM.
Apart from specific instances I provided link to 5 years record of unsolicited calls received.
Since then I have been faxing/emailing a rejoinder perhaps everyday, informing fresh spam calls.
Also I have been sending periodic reminders.

Absolutely no response to all above implies that, just like police, judiciary, ministries, Core Center is an other den of corruption, processing applications received through professional touts who pay cuts out of compensation awarded. 

You are requested to look into the matter.

04 November 2008 : I just received an email from CORE stating "Without complaint ID we cannot follow up.". That is what can be expected from corrupt people dumped on Cash & Carry basis. Who is asking for follow up? CORE team was expected to act on complaint booked on8-18-2008 2:40:58 AM. Their email acknowledgement of complaint was WITHOUT complaint ID. I have given exact time of online complaint. In this high tech era, all submissions are redundant unless winged with bribes.

On complaint response page, you have given phone 1800-11-4000. The lady responded,"Core Centre is just an NGO and we are in no way concerned with them. The response page has no other number, postal address, fax number, email or other contact information. 
It appears that some national consumer authority, if that exists, is permitting mushrooming of touts, like you, just as BSES officers have touts sitting outside their offices.

I just lodged a complaint against CORE itself. Where is complaint ID? Obviously complaint ID was not displayed on 18 August too. AND CORE tarakkee kar rahaa hai. No email received this time.

I registered a complaint on 18 August 2008. Then I sent some reminders. No reply received. I broadcast the issue my usual way. On 04 November 2008 I was informed that complaint could not be followed up without complaint ID. I registered a fresh complaint with blank ID on response page. I escalated the issue my usual way and they rejuvenated the complaint system. Then they informed me that complaint ID is generated ONLY if complaint enters database ELSE the complainant views success response page and also receives success email - but both without ID. My experience with corrupt people and also, my handling of over 200 GB MySQL database, suggests they are telling blatant lie. CORE NEVER BOOKED SINGLE ONLINE COMPLAINT FOR AT LEAST A QUARTER YEAR arount August 2008. Their database was guarded by a peon who must be bribed before any thing could enter.
Test complaint lodged at CORE on 05 November 2008

I am trying to know which fertiliser is required and also locate the land for cultivation of Core Complaint ID without which a complaint stands dumped in deep well. 
This is a test complaint to check if complaint ID is issued. A test complaint would be lodged everyday until complaint ID crops up.
Since MCA website has Consumer Complaints linked to core.nic.in , CORE is deemed as government organisation fully accountable to public. CORE being just an NGO - NCH version stands overruled.

I feel proud to be instrumental in putting CORE back on rails. Complaint ID being displayed on response page now. No email received, however. Also no contact information on response page.

Core Centre will take up the matter with the OPPOSITION PARTY with 3 working days.
1. Obviously Core Centre is more concerned with RULING PARTY and OPPOSITION PARTY than with plantiff and defendant.
2. Core people never work. They only sign up attendance and deal unoffically with touts. After 18 August 2008 even one working day has not yet passed. The OPPOSITION PARTY (Congress, BJP, Other - as per circumstances - would be contacted within expiry of two working days (or decades) after the current working day (or decade) ends.
 

Corrupt officers loot people. Consumer forums, vigilance officers, commission officers loot corrupt officers. All those are just at par - recruited on Cash & Carry basis. Price of a post is based upon potentials to loot.

FCA/FCI Mix Up
For the past several weeks I have been receiving bounced email addressed to ncdrc@fci.delhi.nic.in . Initially, I thought I had mis-spelt the original address ncdrc@fca.delhi.nic.in . Surprised by multiple daily receipts, today I just looked into the matter. The mail bounced back today had been sent by me today only. NIC server had redirected mail from  ncdrc@fca.delhi.nic.in to  ncdrc@fci.delhi.nic.in where it failed to find any responsible recipient and sent me such information.
Just look at the level of NCDRC. It is

If NCDRC email address is not functional, what can we expect at district level?
The country has just noticed involvement of two retired army officers and one serving army officer in terrorist activities. A deeper probe would reveal the entire police force, army, judiciary and officialdom SATURATED with terrorists and criminals recruited on Cash & Carry basis. Core Center also has government website core.nic.in . By inference, MCA is sending complainants to Core Center - A Non Genuine Organisation - in stead advising them to approach consumer courts

A look at their website would affirm their redundancy.
