Hi! 
Yesterday I parked my car around 12.30 PM outside convention hall gate of Ashoka Hotel. There was no parking attendant and no slip issued. At 8 PM, contractor demanded Rs50 which I refused pleading that no slip was issued to me. Then he refused to let the vehicle go without slip. When I tried to drive out, he showered filthiest VULGAR abuses. PCR van was called. I requested the PCR cop to check up the counterfoil of the slip issued for my car. ALL THE COUNTERFOILS WERE BLANK AND CONTRACTOR HAD NO RECORD OF VEHICLE NUMBERS. What type of parking is that?

To whom it may concern  

It is the balance of convenience that makes multinationals pay thousands of crores every day to our national leaders and acquire privilege to rule and loot the country. 

1. Loan exploitation, telecom terrorism and such other loots - Understandable. 
2. Monthly water bill in thousands - Understandable. 
3. School education possibile only with unaccounted wealth - Understandable 
4. Steep hike in prices - Understandable 
5. Rapes in schools, offices, police stations, jails - Understandable 

What is ununderstable is lack of liberty to walk on streets of national capital. Here are a few glimpses of that aspect of jungle rule. 

1. Last evening around 8 PM I was walking in street around A-4/70 Paschim Vihar. A street dog began barking. Two more followed. Desperately looking for an open gate for intruding into some house, I could walk out of the street, trembling with fear. 

2. At A-5/15 Mianwali Nagar, my grandson finds it hard to enter or leave home, with dogs around door and on street. 

3. My daughter's family at 17 Shanti Vihar remains indoors due to monkey menace.  

I fail to believe that people do not complain. Even sitting behind golden bars erected by multinationals, and counting their swelling foreign assets, 
our national leaders should ensure with the proxy governments that the citizens in national capital can walk outside their houses.

Subject : MCD Approachable Through Touts Only 

Esteemed Sir  

I visited the jungle at MCD West Zone office today around 11 AM and returned with grossly fractured mind. 

I wanted to procure first copy of the birth certificate of my grandson born on 09 December 2005 (Umesh/Vibha Kohli - MCDOLR05280126). 

On two floors ventured by me I failed to find one door keeper without bidi. I was asked to go to room no. 26. Only a seasoned muscleman would have the stamina even to touch the door. The door keeper asked me to go to window no.1 in next block. 

The man behind the window was just relaxing. Doing nothing, he was simply sending the visitors (back) to room no.26. 

I tried to contact vigilance/grievance section and reached Ms Verma, PA to DC. She conveniently ignored my complaint against smoking. She asked me to meet Gautam in room no.26 without providing any musclemen required to reach Mr Gautam. 

It is obvious that jungle atmosphere is created deliberately to maintain patency of conventional approach through touts. 

Please suggest a civilised nontout manner in which birth certificate can be procured.

My son Kapil Chaudhry today visited MCD Rohini office for copy of birth certificate of Saksham Chaudhry born at Jivodaya Hospital on 17.07.2000 

In absence of a tout, he has been directed to furnish FIR for the certificate lost. 

MCD staff has only tried to harass and extort my son. As per documented information available, any number of copies can be issued on payment of Rs15/- per copy and Rs5/- service charges. 

You are requested to book and punish the culprits and direct the concerned staff to send the document by post/courier.

Today I visited MCD Rajouri Garden office to pay Rs17568/- as property tax. At cash counter, I assessed a que up period of several hours. I issued a cheque and climbed up two floors to room 222 - I am yet to recover from choking sensation of cigarette/bidi smoke. There I was told to visit tomorrow since the receipt book was ending and fresh receipt book was not available even at head office. After some arguement, my bill was qued up for a chance. Yes, I could make payment with third last receipt. Several dozen people with cheques (presumably several lakh rupees) were returned. 

In a civilised society, it is duty of the organisation/department to arrange payment collection across the table. Ques with smoke all around are deliberately manipulated by the staff in connivance with pick pockets and touts. 

You are requested to look into the matter and do the needful.

Subject : Amendment in Assessment List 2001-2002 - B-1/104 Paschim Vihar 

Esteemed Sir 
This is with reference to your notice under section 126 of the DMC Act, 1957 recently delivered to me at B-1/104 Paschim Vihar. 

I am to submit the following points for your consideration :- 
1. The notice does not bear any date, dispatch number or such other indication of being bonafide and served in bonafide manner. Please confirm its bonafides; else it would be construed as extortion instrument used by corrupt staff. 
2. The proposed rateable value far exceeds the rateable value assessed for neighbouring structures of equal floor area and status. 
3. The premises was constructed during 2003 and one floor occupied on 1st March 2003. Other floors have never been occupied. 
4. A dialogue with residents around indicates that in cent percent cases, the rateable value was proposed exorbitantly and then grossly reduced in lieu of bribes, either direct or through touts. I have neither will nor time for such nefarious means. 
You are requested to review the proposal.

This is with reference to your notice under section 124(5) of the DMC Act, 1957 (printed as 157) dated 25.07.2003. I construe the above notice as a suggestion to approach with bribe or through tout on following grounds  :-  

1. The notice was issued on 25.07.2003 and has been delivered today. Just about a day before date of hearing (30.07.2003) is not enough to gather relevant and irrelevant documents desired by you and schedule a visit to your office.  
2. List of documents is illegible. Obviously, it is not required when a tout is involved.  
3. Just as electricity test report and such other reports, most valuation reports accepted by you are prepared without even visiting the premises. Most reports bear forged signatures. Why should such redundant things be demanded as stored?  
4. The notice is stamped "FINAL OPPORTUNITY". I am unaware of prefinal ones.  
5. The notice does not bear name, exact designation and signatures of the learned officer. The initials appear to be forged.  

You are requested to send a fresh notice free of aberrations stated above.

In the mean time, I located another bill (WZA/36367 B-1/104, Paschim Vihar) valued Rs1860/-. In view of bribed rebate phase between deemed last date (30.09.2003) and stated last date (15.09.2003) I sent UTI Bank cheque valued Rs1488/- by post. As usual, I don't expect the concerned officer to recognise post as valid means of communication. 

You are requested to ensure that the rebated amount is accepted and receipt sent to me..

1. As per my previous corruption complaint dated 28.07.2003, viewable at http://undigested.ukmall.net/mcd , the notice issued on 25.07.2003 was delivered to me on 28.07.2003. Just about a day before date of hearing (30.07.2003) was not enough to gather relevant and irrelevant documents desired by the learned officer and schedule a visit to MCD office. It could only be construed as summon to rush and bribe out of the situation. 

2. The learned officer has mis-stated the date of submission of valuation certificate. The same was handed over to the record keeper during August 2003. The receipt was not recoded obviously because it was not "CONVENTIONALLY TAGGED". 

3. The order and bill dated 05.02.2004 were dispatched on 24.02.2004 and received by me on 27.02.2004. The last date of rebate is stated as 25.02.2004 i.e. a day after dispatch. Just as in point 1, this set of documents can only be construed as summon to rush and bribe out of the situation. 

4. An assessment order should conclude with statement of appeallate venues. 

You are requested to look into the matter and request the learned officer to intimate a feasible last date of payment with rebate.

The document has every thing expected of incapable, high-headed, corrupt set up. 
1. Letter dated 1/3/2004 (over a month taken for reply), received by me on 11/3/2004. That reflects work speed of the staff. 
2. Name of the learned officer is missing. 
3. Designation of learned officer is misspelled. Perhaps that went on unnoticed for years. 
4. No phone number, fax number or email address. Obviously the only feasible approachability is through touts or bribed personal visits. 
5. Abbreviated name of city with no PIN. Obviously, post is not recognised as valid mean of communication. 
6. "It is to informed you" .... "department cannot supplied billing details". Whatever way they have been planted on posts, what prevents them from shifting to Hindi? 
The learned officer has refused to supply billing details of water connections of adjacent houses even on my offer to pay handling charges. That clearly violates right to information (DELHI RIGHT TO INFORMATION ACT, 2001) and suggests intransparency of working.

Subject : Corruption in MCD Staff 

Esteemed Sir 

Just now, two men purporting to be Shri Mahesh Yadav, Food Inspector and Shri SP Rana, Asstt Food Inspector graced my premises and asked for MCD licence. When I demanded their identity cards, they behaved rudely "Mera naam Mahesh Yadav hai - iska naam SP Rana hai - aap ne jo biggarna ho bigaar lo. Mein abhi jaa ke aap ka challan karoonga". 

In view of my past experiences narrated at http://ussupermall.net/undigested the men apparently were on collection spree. 

You are requested to verify : 
1. if the visit was official at all; 
2. if the men keep any record of the shops visited and detail collected.
