I am to submit that Delhi Government departments, particularly Delhi Jal Board, are totally redundant and unresponsive. Delhi ministers keep forwarding public communications amongst themselves and to concerned departments - resolution rate without touts is ZERO. Either there is malafide connivance between corrupt officials and ministers, or more likely Delhi Ministers are not recognised by any department.
In my immediate issue, DJB issued 4-month bill on 17 July 2016. The long billing period has too many complications, including affordability of some consumers.
A cheque of my tenant dated 18 March bounced and DJB informed me only on 31st August. The tenant who left with deposit during March refuses to attend my telephone, SMS, Email.
Despite my everyday UPLOAR about unexpeced arrears, since 30 July 2016, CEO DJB and Delhi Ministers never responded effectively. The matter went to ZRO ONLY on 27 August 2016. That clearly implies no consumer can dare contact DJB or Delhi Government, except through touts.
The entire administration and Delhi Government are FULLY drowned under corruption.
It would be in interest of the Capital city if Delhi Government is dismissed without further delay.

Subject : DJB official communications being sent from personal email account, with No "DJB", no name, no designation, no department of Sender.

Esteemed sir

Despite my repeated information to you and to Delhi CM, DJB official communications are being sent from a personal email account. No sender name, designation, address, contact info. Not even a statement of being sent on behalf of DJB. Only the email headers show sender as Amrish Vats. That is serious offence with potentials of extortion and blackmailing. A CBI investigation is prayed.

With regards to my bill dispute K No. 9594181000, today, two executives of DJB visited me and connected the arrears with a bounced cheque. I NEVER issued a cheque to DJB during recent years. However, in order to insulate my new tenant from the ongoing dispute, I today paid the inflated bill. That should in no way be construed as my acceptance of arrears and resolution of dispute.

Also, in case of refund, DJB may please be directed to refund the account as reversal of creditcard transaction - no as credit in water bill account.

During March 2016, I MYSELF checked water account of K No. 9594181000. I took screenshot with minus balance as on 15 March 2016 and released the deposit of my tenant. In 15 March to 16 July bill, my new tenant found arrears of Rs6,847. Four month billing cycle in itself indicates the entire DJB crew draws salary from DJB and works full time at some private commecial stores/offices. It has been a regular issue with me and consumers in my contact over decades under DDA Water, MCD Water, DJB. Most consumers pay a thousand rupees to tout, often an RWA leader or a councillor, and get rid of inflated bill.
I began broadcasting the issue on 30 July 2016. My complaint and reminders were BULK forwared to Director, Deputy Director - NONE to ZRO
Delhi ministers kept forwarding to own another. The only conclusion of sustained forwarding seems to me :-
Minister Gopal Rai : Under rules you have to take action and inform complainant, also this office.
Deputy Director : Gopal Rai jaise kayee aaye gaye rules follow karaane waale. Yahaan koyee asar nahin hota. Jo ban sake kar lo mere khilaaf.

On 25 I received email from some IDIOT from his personal email account. No name, no designation, no department. Email headers show Amrish Vats as sender name.
He sent a standard proforma reply - The bill is made out on meter reading, which is correct - No reference to arrears.
Today again he REPEATED with No name, no designation, no department and disowned the minus balance screenshot.

You are requested to forward impugned screenshot to Delhi Police for forensic verification. The screenshot is attached and also viewable at ukmall.net/undigested/water.
Please also probe into conduct of Shri Amrish Vats communicating with consumers from personal email account, without displaying name, designation, department.

I am to submit that with malafide connivance of a former BJP MLA with Congress CM, some water connections in Paschim Vihar were allocated to Kanahiya Nagar ZRO, overriding Paschim Vihar ZRO and Punjabi Bagh ZRO, which are much nearer to the consumers.
Despite my uproar for years, the scam sustained even during AAP rule. That adequately implies Arvind Kejriwal team has simply taken over legacy of shiela Dixit team - nothing changed in Chalti Huyee Dukandaari.
My website ukmall.net/undigested/water narrates my experience with DDA Water, MCD Water, DJP touts since 1978. RWA leaders have been working as support staff of DJB, in trap and extortion of citizens.
On 30th July 2016, I wrote to DJB and Delhi Government about billing issue - in series of a hundred since 1978. The issue was CRYSTAL CLEAR.
I provided a screenshot from DJP portal, displaying MINUS due (-0.63 rupees).
I provide March-June bill displaying arrears of Rs6,847
ANY TOUT - an RWA leader like Gautam -  would have charged Rs1000/- and finished the issue.
CEO DJB forwarded my complaint and subsequent reminders to Director Revenue.
Director Revenue forwarded my complaint and subsequent reminders to Deputy Director Revenue FOR URGENT ACTION.
Delhi Ministers kept forwarding all to one another.
I received ONLY forwarding notes and no action status.
Today, I received email from Shri Amrish Vats asking my K number - What a height of arrogance! My complaint and three reminders had K No. 9594181000
As I provided K number, I received MOST ABSURD response of my lifetime - seven decades.

Your bill is generated as per meter reading which is correct.

A proforma reply perhaps sent everyday to those who keep hunting for a reply. No reference to actual nature of issue and screenshots provided by me. No address, designation, contact number - Screenshot below.
WHO IS THIS SHRI AMRISH VATS? - could be any recipient of my email complaints.
He could be just  a vegabond social worker in my street - you can hardly do anything to tame him.
He could be on DJB at any level - ZRO, DD, Dir, CEO
He could be a staffer in any AAP Ministry.
He could be an external AAP leader.
He may be helping me as representative of an opposition paty.
OR he may be RWA leader, on deputation as tout as DJB.
In case Shri Amrish Puri is in DJB, I request his INSTANT dismissal.
Please also take care of mass corruption in DJB and Delhi Government.

RWA leaders may be found loitering in utility offices HELPING citizens standing in que.
When water bills were made manually, fake bills were issued and negotiated through RWA leaders. When such bills were indeed paid, receipt was issued from fake receipt book and money pocketted by DDA Water crew.
If you try to meet any proprty tax officer or BSES/DJP/MCD/DDA officer he would be busy in a meeting - Over tea, talking to a tout with file open, discussing clients' cases one after one.
Coming to my specific issue - Allocation of Paschim Vihar water connections to ZRO office Kanaihya Nagar.....
Some officer at Kanahiya Nagar seems to be VERY leader-friendly, taking care of their bread and butter. RWA leaders used the influence of their DON, BJP MLA Shyam Lal Garg, who negotiated with Congress CM for morbid allocation of water connections overriding Paschim Vihar ZRO and Punjabi Bagh ZRO the natural offices for the area. Shyam Lal ji ne CM se minnaten kar kar ke ye connection Kanahiya Nagar me karwaaye - DJB staff quote.
When Atal Behari Vajpayee became PM, PMO staff was entirely revamped - that continued down to block level. The new staff did not know basics of minting black money. Country just halted with no corruption and administration.
Narender Modi used the existing staff - all ministers took over chalti huyee dukandaari from predecessors.
Since, despite my uproars, my water connection is still with Kanahiya Nagar ZRO, it looks Kejriwal government is also following same path - Don't disturb Shiela Dixit's legacy - Chalti huyee dukandaari.

Since I migrated to Delhi during 1978, I have always found DDA/MCD Water and DJB crew surrounded by touts. One Mr Gautam, sometime principal at a Jawalaheri model school remained in my car for some hours during rectification of my water bill. He was conspiring with DDA Water crew on how to trap citizens - Arre vo to bechaari bewa hai kya bolegi kuchh na kuchh to de hi jaayegi. During Gautam episode, Shri Kedar Nath Sahni forwarded my complaint to Shri MN Buch, DDA Vice-Chairman - the entire Water staff was transferred and my fat bill reduced to ZERO.
Once Congress CM was on payroll of BJP MLA Shyam Lal Garg for gluing Paschim Vihar accounts to Kanahiya Nagar ZRO office (STILL THERE) despite several ZROs being nearer. Leaders of resident welfare associations coordinate with DJB crew in extortion of citizens, and receive brokerage. People heard DJB Counter staff shouting - DJB ke sabhi daftaron ko computer Shiela Dixit ke bete ne supply kiye hain. Computer kaam nahin karte aur chhe chhe mahine bill nahin banate. In massive underhand deals, DJB property was sold out to Jeewan Counters.
In the present injstance, please find screenshot of online bill dated 15 March 2016 - Amount due : MINUS 63 paise.
Another screenshot shows July 2016 bill - Previous reading 15 March 2016 - same as above - and arrears Rs6871
Why should the bills be issued at 4 months interval? Are Dikshit brand computers still responsible for delay?
While on 15 March 2016, the amount due was in negative, who manufactured the arrears and with what motive?
The third screenshot is of online payment. I struggled straining my eyes with magnifying glass. I just failed to make out K number, amount and date of payment. That is quality of receipt issued to DJB online customers.

2. 43KL consumption charged Rs3643.62 - Bill shows no breakup of charges.
3. For a decade money was being siphoned to Shiela Dixit family through milk prices for water, saler of computers to DJB offices, sale of DJB prime land to jeewan Counter. Are Kejriwal and Sisodia current beneficiary?
4. Shyam Lal Garg's dislocation of Paschim Vihar accounts at Kanhaiya Nagar ZRO office still continues. My complaints/suggestions are FORWARDED but never replied as before.
Will Dept of Administrative Reforms force Kejriwal/Sisodias to state breakupup of charges in water bills-
Rs3643.62 for 43KL water. What a cruel inflict on citizens of national capital!!!!!!!!!!!!!!!!!!!
Supreme Court should take up my contentions as PIL and stop DJB morbid LOOT.

Shiela Dixit's Fake Receipt Racket
Just visit ANY Delhi Jal Board ZRO office. At EVERY time, you will find AT LEAST a dozen consumers showing receipts with already paid same amount for first/second/third/..../tenth time.
In all probability, FAKE receipts are issued at collection counters organized at parks/temples. Since ENTIRE DJB is involved in FAKE receipt racket, dealing official buys time by temporarily deducting the amount. Consumer approaches next time with same receipt for deduction of same amount.
My above contention is just a flight of mind and I have no sample instance or evidence.
Another possibility is that many careless consumers just pay the bill received. Surplus collection, amounting to crores of rupees, is siphoned out by Shiela Dixit kins. Fortunately, I do not find autodebit facility for water bills. Else I never have a look at electricity/telephone/IGL bills and malafide water bills would go unnoticed.
What happens if a consumer has no receipt? I don't preserve any receipt. I don't have receipt of Rs1569 paid in cash last month. I even visited Paschim Vihar ZRO to pay same bill inflated. Cheque valued Rs7420 was not received at Jeewan Counter, without a bribe of Rs10 being offered by other consumers Bill WZ2/290 A-6 0251   2055181000 Rs7420.
If that amount, reduced to Rs1569, is not posted and carried to 2014, I shall be forced to pay the same amount again, not recalling even the date of payment.
If missed posting is casual and accidental, not showing proof is my fault. With bulk deliberate missed postings at DJB, that would amount to conspiracy burden on me.

DJB Clean UP Is That Simple!
1. Dismiss CVO, drawing HURAAM KI TANKHAA.
2. At any one ZRO, attend first agrieved person before you. Look at his/her receipt and bill.
3. Locate the employee responsible for missed posting.
4. Dismiss him/her and immediate boss. Ban both from holding any public post, for life.

After spending considerable amount of time and call charges, I am unable to fix up an appointment with ZRO Delhi Jal Board
On 19 September, I faced harassment at Paschim Vihar office. At Jeewan counter, I could pay one bill but not two remaining:-

The Jeewan counter, displaying SERVER DOWN, was stuffed with customers. I found many customers persuading the staff and then paying bills with a bribe of Rs10.

For rectification of Bill WZ2/290 A-6 0251   2055181000 (FF) the dealing official REFUSED to check up the account - If you do not have receipt, submit an application. Arrears amounting to 5960 have been added in consecutive bills for years and DEDUCTED AFTER SHOWING RECEIPT, now with ex-tenant.
Today I approached with application. ZRO Paschim Vihar advised me to visit ZRO Punjabi Bagh.

At Punjabi Bagh office, West Zone-II ZRO room no. 6 was found locked at 1.00 PM
Additional ZRO, extending full courtsey, sent me to room no. 3 where I was told my account is with Kanahiya Nagar office.

With ZRO office located within Paschim Vihar and another office located in adjacent colony Punjabi Bagh, why is my account in Kanahiya Nagar office, 10 kms away?

I am not going to waste more time visiting Kanahiya Nagar until I am able to fix up an appointment with concerned ZRO. Until then, I plan to send reminders EVERY DAY.

After accumulating HUGE wealth in Reliance BSES collaboration, CM's son supplied junk computers to all DJB offices and perhaps other Delhi government offices too.
LAND GRABBING : CM grabbed prime land within all DJB offices and allocated to JEEWAN belonging to her son/kin's infotech company. Every DJB office premises has an official bill counter and CM kin's Jeewan counter.
JEEWAN has redundant website and online payment system where bill payment is IMPOSSIBLE without guidance from customercare.
JEEWAN charges surchage on credit card payment. Such surcharge is not levied for any other utility service.
DJB bills cannot be paid over any other bank portal.
Delhi government land use restrictions are regulated for optimal appreciation of CM's assets. CM and her kins acquire properties in an area. The area is subjected to extensive development and all unauthorised businesses sealed. When land prices escalate to peak, all assets are sold out and development freezed.
I just agreed to pay (BRIBE) Rs50 extra on online payment. After extracting my credit card details, the process ended up with message - BAD MODE.
Why should worthless kins of Chief Minister hold national capital to ransom?

Delhi Jal Board has entrusted online payment to Jeewan - most likely on Kin Of VIP consideration. Payment is not accepted through any bank portal. Jeewan has a redundant website where online payment is impossible. Payment accepted trough Debit Card only - No credit card or account debit.
Input format is not provided. The customer has to waste time, guessing the format

Three parameters required for online payment implies total IT bankruptsy of DJB and Delhi Government. On Jeewan telephone, I am informed the due date has been extended from 21/03/2011 to 10/04/2011. What is the status of 06/04/2011 on actual bill?

In summary, Jeewan Citizen Service Centre, is a USELESS body associated with Delhi government through dubious means. You are requested to arrange genuine online payment of DJB bills.

Esteemed Sirs and Madams 

Yesterday around noon, I found some residents distressed without water. I thanked the builder for our water storage and continued to work normally. 

Around 5.30 PM I went to park for walk. The entrance was blocked by three dogs just the same way I found lift entrance blocked at Bhikaji Cama Place some weeks ago. I wish I could read a story in a newspaper that some dogs prevented Kapil Sibal from entering his office.

After chicken dinner, I required twice the quantity of water to wash hands. With no water, I had to wipe the hands with tissue paper. No water to drink, I used lozenge to keep my mouth moist.

This morning, the family is without brushing the teeth. I wander how people could leave for work places without bath.

AND AT THE TOP, the toilets are hells with no water to flush. It is only a matter of guess how many families would refuse to bear that award for voting the government and shift out of the national capital.

Subject : MCD offices in use by criminal elements
Esteemed Sir
I was told by an RWA executive that sewer complaint cannot be lodged over telephone. I was also told association pays a monthly bribe of Rs500 to keep sewer in order.
At 2.00 PM today I visited the complaint office opposite BG-6 pocket. 
1. The main gate was LOCKED FROM OUTSIDE.
2. Just as I was returning, the tea stall man suggested me to use other gate.
3. As I entered I found about 40 people - ALL members of three card playing teams. That looked like gambling den with NO ONE uninvolved. Many of them were smoking within "office" premises.
4. One person was quick enough to hand over his cards to a proxy player and accompanied me to complaint register.
5. He told me SEWER COMPLAINTS CANNOT BE REGISTERED OVER TELEPHONE.
I fail to perceive it as an isolated case of criminal use of MCD office. You are requested to look into the matter.

07 March 2009 : Sewer water is flowing in rooms. Sewer staff is waiting for some social tout to collect funds from residents and pay cummulative bribe. MCD Commissioner, Mayor, Delhi Government Ministers are calculating how and how much to cash on ailing citizens. Use of premises as gambling den is a routine for them. After all every town in India has sex racket run by a magistrate and others. Gambling at MCD office is too minor thing in comparison. Director Vigilance asks me from 23556103 "Parson kya ho rahaa tha, us ka proof kya hoga?". Can the use of MCD premises as gambling den be limited ONLY to parson dopahr?
Residents of B-1/195 also lodged complaint about the same time.
Their complaint was attended yesterday. Without bribe Sunday is Off Day
22 September 2009 : LG office informed me from phone 23945971 today that I cannot register a sewer complaint from four Airtel phones, one Reliance phone, fax or email. Agar aap ko koyee taqleef ho rahi hai to aap kisee PCO par jaa kar ek rupaiya to kharch kar hi saqte hain. Complaint 166 par hoti hai. Maine abhi check kiya hai.

Bashed by consumers for sending cumulative bill for six months, the DJB staff responded :-

I regret my unwillingness to help locate either employee or office,
I request you to probe into the content of above statement rather the source.
Please look into :-
1. Issue of cumulative bills to residents of my block;
2. Whether nonissue of reading based bills was due to computer problem;
3. Whether responsibility can be fixed for prolonged computer fault.

09 August 2007 : With recruitments sold on CASH & CARRY basis - with qualification, experience, caste certificates fabricated - police, schools, MCD, DDA, DJB, DTC are saturated with staff with past criminal record. EVERY single government office/building in Delhi harbours sex/drug racket. Corruption may be going hitech. In all probability, DJB meter readers carry some equipment which jams the meter. It is not my job to gather proof - circumstancial evidence provided by three meters stopping simultaneously.

05 September 2007 : I paid Rs450 to licensed plumber (YASH PAL & SONS 01125102807) for documentation. D-form requirement serves no purpose other than as a conduit for collecting bribes.

SURPRISINGLY, the plumber, after collecting Rs450, scrapped three forms signed by me and test report. He has only been waiting to pay DJB staff their share in booty.

I visited DJB office at motinagar around October 2006. Two (or more) departments had their offices in same school building. The officials of both blamed the other department for wholesome smoking in the building and regretted inbility to check smoking.  I sent complaints to CM office, LG office and others but, true to ALL CORRUPT culture, no response was received. Also it is well known that all DJB connection matters are attended through touts only.
I do not wish to visit the office again and repeat the episode. Please ensure that my meter change request is accepted with fax.

For over a year I have been following Delhi Jal Board website. I feel, out of huge website budget, just about Rs500 has gone to a dummy webmaster and rest pocketed by corrupt staff. Some obsevations are narrated at http://ukmall.net/undigested/water

I just want to avoid visiting Motinagar DJB office, saturated with cigarette smoke. I want to replace my three (perhaps) private water meters with DJB water meters. I failed to find any such online procedure for application and payment of security.

A person just landed at my premises, walked to rear to take meter reading and asked me plot area. On demand he failed to show identity card and introduced himself as Ram Prasad, Meter Reader. I refused to talk to him in absence of identity card.

In all probability, either as DJB staffer or as proxy, he is visiting door to door with motive of extortion. A visit on a Sunday indicates, he is working full time elsewhere and undertakes meter reading jobs only on holidays.

You are requeted to probe into the matter.

Yesterday, I received letter no 2375 dated 31.05.2004 from Z.R.O.(W) II. W.Z. Office of The Zonel Revenue Officer (W) II. W.Z. C.Block: M.C.D. Primary School : Moti Nagar : D.D.

Perhaps the letter was posted after my reminders dated 14.06.2004 - else no papers are expected to move without vested interests of the staff.

1. With no stretch of imagination, the letter can be construed as from Delhi Jal Board. The best educated citizen of Delhi would interpret it as sent on behalf of head of a primary school.

2. Absence of name of the officer, a complete postal address, phone number, fax number, email addrss or any other contact particular, clearly makes the officer unapproachable in any civilised manner. I am in no mood to approach him through his illegitimate channels (touts).

3. I have nowhere objected to minimum nondomestic charges. DJB staff visitng my shop has repeated suggested error in tariff charged and need to get the bill rectified. Accordingly, I wish to make sure that about a hundred nondomestic consumers in my row are being charges the same minimum charges or charges based upon actual consumption - whichever is higher.

4. The officer has demanded proof of my citizenship. The relevant particulars are :

5. The information desired is : A tabulated statement of water consumption and tariff charged from all Avtar Enclave floors facing Rohtak Road.

6. The information will serve the public interest in exposing the setting of DJB meter readers, in connivance with other staff, with most water connection holders in Delhi, manipulating meter readings, chargeable tariff and water bills, in the process pushing DJB to the point of virtual bankruptsy.

7. In support of my contention, I cite my earlier experience when XEN (Water) DDA attempted extortion from me around 1980. During the episode, I identified Mr Gautam working as full time tout at DDA Water office. Later he was identified as president of Federation of RWAs and, a few years later, Principal of MCD Model School. In the course of helping me out, he had a round of colony in my car, talking on the way, to DDA staff. The most notable citation was, "Are woh to bewa hai, kahaan daftron ke chakkar lagaayegee. Ro peet ke kuchh naa kuchh to de hi jaayegee". Shri Kidar Nath Sahni forwarded my representation to DDA VC - the entire staff of the office was transferred.

ZRO's address suggests, many more teachers are acting as touts and office location has been chosen in view of convenience.

8. In a later instance, MCD (Water) meter reader enumerated to me all drawbacks of having sarkaari meter (which had stopped), charged Rs400 and replaced it with private meter carrying a year warranty. The meter stopped in 3-4 months. In MCD, where Rishi-Khurana duo kept glued to same table for quarter century, siphoning away house tax revenue, this man had been transferred in a few weeks. The new meter reader enumerated all benefits of having a sarkaari meter and demanded Rs400 for a change.

In view of above, please arrange to supply me information specified in point 5 above.

Esteemed Sir 
Today Shri DS Rawat LDC graced my premises at 11.30 AM and informed me that my water meter is stuck up. My past experience suggests that such instances only make leverage to corrupt dens at MCD offices.
You are requested to probe :-
1. The meter defect was pointed out by the same person some time back to some other occupant of the building. Why has the matter not been taken up officially so far?
2. If the meter belongs to MCD, I should not be involved at all in maintenance. If it is private, the fact should be intimated to me in writing.
3. Whether the employee visited the premises in course of official duty or he was simply on collection spree. 
4. Is LDC really concerned with this job?

Shri DS Rawat had suggested a refund after meter rectification. Today I received a bill of Rs1390/- for about 80 days. The connection is used for just hand wash only 2-3 times a day. Meter was recently replaced. The bill delivered today bears last date 26.07.2003 (grossly past). The current reading is shown as VAPOURS and old reading as STOPPED. Please look into the matter and let me know the action taken against offending staff

Letter received from Shri Anant Thakur, Joint Director (R). It has no mention of inflated bill or delivery of bill after due date. In absence of phone number, fax number, I obtained 26319658, 26310426 from inquiry - both "don't exist".

I have reasons to believe that DJB staff has sent me malafide water bill as punishment for deviating from prevailing staff-consumer nexus. I am interested in glancing pattern of water bills for surrounding houses. 

Exercising my right to receive information, I request you to send me copies of latest water bills of all floors, house nos. 121-140, Avtar Enclave, Paschim Vihar, New Delhi. 

I agree to pay charges as per rules.

MCD/DJB Trigonometry
1. In response to my corruption complaint dated June 13, 2003 (http://ukmall.net/undigested/water), PA to Commissioner very courteously informed me over phone that MCD was not concerned with DJB connections. 
2. The author of annexed letter, Hon'ble ZONEL Revenue Officer of MCD Primary School or MCD itself certainly does not belong to Delhi Jal Board. 
3. Has MCD role changed over a few month span? 
4. The hon'ble officer was obviously planted in MCD cadre with commercial recruitment kit. Whom should I address his capabilities? Is it really a concern of Commissioner, MCD?

1. Forged qualification certificates and marksheets. 
2. Forged support qualifications (caste/tribe/sports/handicap). 
3. Forged experience certificates. 
3. Recommendation letters with forged signatures. 
4. Forged appointment letter from non existent selection committee.

Subject : Citizens treated uncivilised way!

Annexed please find copy of communication from Zonal Revenue Officer (W) II.W.Z. 
The document has every thing expected of incapable, high-headed, corrupt set up. 
1. Letter dated 1/3/2004 (over a month taken for reply), received by me on 11/3/2004. That reflects work speed of the staff. 
2. Name of the learned officer is missing. 
3. Designation of learned officer is misspelled. Perhaps that went on unnoticed for years. 
4. No phone number, fax number or email address. Obviously the only feasible approachability is through touts or bribed personal visits. 
5. Abbreviated name of city with no PIN. Obviously, post is not recognised as valid mean of communication. 
6. "It is to informed you" .... "department cannot supplied billing details". Whatever way they have been planted on posts, what prevents them from shifting to Hindi? 
The learned officer has refused to supply billing details of water connections of adjacent houses even on my offer to pay handling charges. That clearly violates right to information (DELHI RIGHT TO INFORMATION ACT, 2001) and suggests intransparency of working.

Subject : Complaint under Delhi Right To Information Act, 2001. 
Esteemed Sir 
I have reasons to believe that DJB staff extorts money from the consumers and manipulates water bills. 
During the past, clerical staff used to pass on information to meter readers who implemented the extortion process. Perhaps in interest of simplicity, meter reading and LDC job have been entrusted to same person (Shri DS Yadav in present case). 
I opted not to continue settings of my predecessors - with one toilet consumption below 1 KL/month, I am being charged minimum of Rs165/- per month. Some DJB employees visiting my shop remarked, "Rate galat lage huye hein - Yadav ko de dena, deek kara dega". Every one knows what that implies. 
On January 20, 2004 I requested CEC, DJB to supply me billing detail of some adjacent houses and offered to pay scheduled handling charges. 
In return I received a communication dated 01.03.2004 (in ugly language, without any reference to Delhi Jal Board) from Zonal Revenue Officer (W) II.W.Z. 
refusing to supply billing detail of other consumers as a matter of policy. 

The hon'ble officer should have accepted my request, as on form A and advised me to remit charges. Alternatively, he should have sent me form A. In stead, he opted to be part of extortion set up. 
You are requested to initiate penal proceedings against the hon'ble officer under the Act.

Subject : Request for Information Under Delhi Right to Information Act, 2001

Esteemed Sir

Yesterday, I received letter no 2375 dated 31.05.2004 from Z.R.O.(W) II. W.Z. Office of The Zonel Revenue Officer (W) II. W.Z. C.Block: M.C.D. Primary School : Moti Nagar : D.D.

Perhaps the letter was posted after my reminders dated 14.06.2004 - else no papers are expected to move without vested interests of the staff.

1. With no stretch of imagination, the letter can be construed as from Delhi Jal Board. The best educated citizen of Delhi would interpret it as sent on behalf of head of a primary school.

2. Absence of name of the officer, a complete postal address, phone number, fax number, email addrss or any other contact particular, clearly makes the officer unapproachable in any civilised manner. I am in no mood to approach him through his illegitimate channels (touts).

3. I have nowhere objected to minimum nondomestic charges. DJB staff visitng my shop has repeated suggested error in tariff charged and need to get the bill rectified. Accordingly, I wish to make sure that about a hundred nondomestic consumers in my row are being charges the same minimum charges or charges based upon actual consumption - whichever is higher.

4. The officer has demanded proof of my citizenship. The relevant particulars are :

5. The information desired is : A tabulated statement of water consumption and tariff charged from all Avtar Enclave floors facing Rohtak Road.

6. The information will serve the public interest in exposing the setting of DJB meter readers, in connivance with other staff, with most water connection holders in Delhi, manipulating meter readings, chargeable tariff and water bills, in the process pushing DJB to the point of virtual bankruptsy.

7. In support of my contention, I cite my earlier experience when XEN (Water) DDA attempted extortion from me around 1980. During the episode, I identified Mr Gautam working as full time tout at DDA Water office. Later he was identified as president of Federation of RWAs and, a few years later, Principal of MCD Model School. In the course of helping me out, he had a round of colony in my car, talking on the way, to DDA staff. The most notable citation was, "Are woh to bewa hai, kahaan daftron ke chakkar lagaayegee. Ro peet ke kuchh naa kuchh to de hi jaayegee". Shri Kidar Nath Sahni forwarded my representation to DDA VC - the entire staff of the office was transferred.

ZRO's address suggests, many more teachers are acting as touts and office location has been chosen in view of convenience.

8. In a later instance, MCD (Water) meter reader enumerated to me all drawbacks of having sarkaari meter (which had stopped), charged Rs400 and replaced it with private meter carrying a year warranty. The meter stopped in 3-4 months. In MCD, where Rishi-Khurana duo kept glued to same table for quarter century, siphoning away house tax revenue, this man had been transferred in a few weeks. The new meter reader enumerated all benefits of having a sarkaari meter and demanded Rs400 for a change.

In view of above, please arrange to supply me information specified in point 5 above.
