05 September 2007 : I paid Rs450 to licensed plumber (YASH PAL & SONS 01125102807) for documentation. D-form requirement serves no purpose other than as a conduit for collecting bribes.

SURPRISINGLY, the plumber, after collecting Rs450, scrapped three forms signed by me and test report. He has only been waiting to pay DJB staff their share in booty.

Yesterday, I received letter no 2375 dated 31.05.2004 from Z.R.O.(W) II. W.Z. Office of The Zonel Revenue Officer (W) II. W.Z. C.Block: M.C.D. Primary School : Moti Nagar : D.D.

Perhaps the letter was posted after my reminders dated 14.06.2004 - else no papers are expected to move without vested interests of the staff.

1. With no stretch of imagination, the letter can be construed as from Delhi Jal Board. The best educated citizen of Delhi would interpret it as sent on behalf of head of a primary school.

2. Absence of name of the officer, a complete postal address, phone number, fax number, email addrss or any other contact particular, clearly makes the officer unapproachable in any civilised manner. I am in no mood to approach him through his illegitimate channels (touts).

3. I have nowhere objected to minimum nondomestic charges. DJB staff visitng my shop has repeated suggested error in tariff charged and need to get the bill rectified. Accordingly, I wish to make sure that about a hundred nondomestic consumers in my row are being charges the same minimum charges or charges based upon actual consumption - whichever is higher.

4. The officer has demanded proof of my citizenship. The relevant particulars are :
PAN : AELPC3116L    Driving Licence : P04052001250404  ECI Card : JBJ0880161

5. The information desired is : A tabulated statement of water consumption and tariff charged from all Avtar Enclave floors facing Rohtak Road.

6. The information will serve the public interest in exposing the setting of DJB meter readers, in connivance with other staff, with most water connection holders in Delhi, manipulating meter readings, chargeable tariff and water bills, in the process pushing DJB to the point of virtual bankruptsy.

7. In support of my contention, I cite my earlier experience when XEN (Water) DDA attempted extortion from me around 1980. During the episode, I identified Mr Gautam working as full time tout at DDA Water office. Later he was identified as president of Federation of RWAs and, a few years later, Principal of MCD Model School. In the course of helping me out, he had a round of colony in my car, talking on the way, to DDA staff. The most notable citation was, "Are woh to bewa hai, kahaan daftron ke chakkar lagaayegee. Ro peet ke kuchh naa kuchh to de hi jaayegee". Shri Kidar Nath Sahni forwarded my representation to DDA VC - the entire staff of the office was transferred.

ZRO's address suggests, many more teachers are acting as touts and office location has been chosen in view of convenience.

In a later instance, MCD (Water) meter reader enumerated to me all drawbacks of having sarkaari meter (which had stopped), charged Rs400 and replaced it with private meter carrying a year warranty. The meter stopped in 3-4 months. In MCD, where Rishi-Khurana duo kept glued to same table for quarter century, siphoning away house tax revenue, this man had been transferred in a few weeks. The new meter reader enumerated all benefits of having a sarkaari meter and demanded Rs400 for a change.

In view of above, please arrange to supply me information specified in point 5 above.

MCD/DJB Trigonometry  1. In response to my corruption complaint dated June 13, 2003 (http://ussupermall.net/undigested/water), PA to Commissioner very courteously informed me over phone that MCD was not concerned with DJB connections.  2. The author of annexed letter, Hon'ble ZONEL Revenue Officer of MCD Primary School or MCD itself certainly does not belong to Delhi Jal Board.  3. Has MCD role changed over a few month span?  4. The hon'ble officer was obviously planted in MCD cadre with commercial recruitment kit. Whom should I address his capabilities? Is it really a concern of Commissioner, MCD?  Commercial Recruitment Kit  1. Forged qualification certificates and marksheets.  2. Forged support qualifications (caste/tribe/sports/handicap).  3. Forged experience certificates.  3. Recommendation letters with forged signatures.  4. Forged appointment letter from non existent selection committee.
