NEW MODI JURISPRUDENCE 2018 - NO SERVICE : NO REFUND :-
Recently I ported Mobile 9716806734 from Airtel to Jio.
I found Jio Network not available within my home and later almost entire B-1 Block Paschim Vihar, New Delhi.
Cutomercare 18608933333 seems to have 0.0000000000000000000005% connectivity which is perhaps suits Modi Team only funded heavily by Telecom Companies.
Contacted by Email, Jio gave me a testing time pushing me into goose chase involving setting by technical experts. SIM was changed.
Finally Jio agreed Network is currently not available in my area but may improve in 180 days.
My requests for refund of Recharge amount are NEVER RESPONDED.
That means :-
1. My Recharge amount of Rs270 siphoned away into pocket of Mukesh Ambani.
2. Since I have to reason to charge every month I would lose Mobile number 9716806734.
DDG-PG REFUSES to accept public complaints, referring to PG Portal where all public complaints are immersed in Yamuna River.
I request any Spined authority to check connectivity of Cutomercare 18608933333 and terminate Jio Telecom Licences. With such termination I hope I hope I would receive my Rs270 and Mobile number 9716806734

Idea sold 9911231455 9911251699 in my name during 2013. Despite my EVERYDAY uproar across the Social Media, Idea never recognized my complaint and numbers remain in use FOR THREE MONTHS. That amply proves Idea considered the Fake Identity Sale as part of their routine activity and perhaps Mass Sale of SIMs on Fake identity was going on with all Service Providers.

Paschim Vihar SHO refused FIR, verbally claiming that case had been transferred to Sarita Vihar Police Staion. Paschim Vihar Police refused to interact with me.

During 2015 a query from Home Ministry was answered by DCP West and not DCP associated with Sarita Vihar Police Station. Additional DCP West Monika Bhardwaj informed Shri Binod Bihari Singh, Section Officer (Planning Cell), Government of India, Ministry of Home affairs, North Block, New Delhi - the complaint is still under investigation. Action shall be taken after investigation is complete.  Since as complainant, I never received Status intimation, I presume Addl DCP is still investigating 2013 case during 2018.

PG Portal accepted Idea Contention - SIMs sold on Wrong identity due to HUMAN ERROR and gave Clean Chit to Idea.

OK, coming to your proforma culture, BEFORE YOUR BIRTH, I lodged some hundred complaints with Service Providers. I presume the Action was taken as per law and All offending Mobiles were disabled. In case the Action was Indeed taken, how did that serve any one? Would you keep count of Mobile Numbers used and discarded/TRAI-disabled, by Every Member of Land Mafia. Spammers whose sending numbers were disabled 30 years ago on Proforma complaint, have been pumping SMSs every week since then despite thousands of Complaints lodged with Service Provider.

ALL Telecom Companies allocate non-numeric sender IDs (which are Valid ReplyTo numbers in Other Countries) AFTER FOLLOWING REQUIRED PROCEDURE. Aren't they aware the Non-numeric ID would be used for Bulk SMS without Vendor Registration?

Non-Numeric Sender IDs invalid as ReplyTo numbers should be ILLEGAL and not used.

Look at your own mobile receiving a dozen Land Mafia SMS every day. Do you find even from 1400xxxxxxxxx number with Vendor Registration?

SMS Scam could be as big as 2G or any other scam.

I understand Telecom Scams are funding Ruling Party and are hence Immune to Action by Police, CBI, CVC, NIA, Supreme Court Online Portal. Hence I don't expect any relief.

DOT PG Cell can be approached with five modes of communication specified in image on the left. With my complaint in their lap, Mr Rakesh Garg, Secretary DOT and unnamed DDGPG-DOT refused to take action. In an email dated 25 October 2014, they told me to exercise fifth option only enabling Dept of Telecom to take appropriate measure. The two officers should be dismissed from service and barred from holding any public post for rest of life.

I am a nonlegal person and hence any deficiency in drafting this PIL - use of Esteemed in place of Honourable - nonreference to relevant sections of constitution - vague noncoherent pleas - may please be condoned.
I am a senior citizen with limited means, in no position to spend on litigations not directly involving me and my family. Hence this simple communication may please be accepted as PIL.
I compare appointment of above three with appointment of President of India and Speaker of Lok Sabha. Reference to such August offices should not be construed as part of PIL. Fallacy of these two appointments is adequately documented by malafide bargaining between ruling party and opposition for vice/deputy posts, since the year 1950.
The PIL is not against individuals. In stead, it covers appointments on condition to keep their eyes off corruption at EVERY level.

Investigation and law enforcement agencies should ideally be extracting clues from no source. They would even dissect their own intutions and dreams to extract clues. POLICE HEADS
Since before independence, all government recruitments have been based upon bribing. Of late, all recruitments have been made through commercial recruitment kits - fake identity, fake qualifications, fake experience, fake caste, fake police verification. While it affected all departments dangerously, police recruitments produced most damage. Robbers, thieves, street goons, rapists just paid bribes to be uniformed. Most crimes in the country are committed by cops without uniform. Police head in every state/city effectively heads state sponsored organised gang of criminals. Verification of service files of cops at any police station in India would support my contention. I reported incident of Shri Jai Kishen SI/ASI of Mianwali Nagar Police Chowki whipping street guys on buttocks and loudly shouting filthy obscene abuses - My reports found no taker. Media reports suggest a past Delhi police commissioner as trapping rich people to be released ONLY through his criminal lawyer son.

CBI DIRECTOR
Even on referral from governments and courts, CBI play down the criminal involvement of government/corporate personnels. HEAVY bribing is obviously involved. News channels telecast CBI acting and arresting corrupt. That is impossible without CBI receiving bribe from complainant. In telecom scams, CBI found no scam. Only after bashing from supereme court, CBI captured some scapegoats, SPARING prime minister, his two associates and Reliance Chief.

Despite all this drama, I continue to receive unsolicited SMSs/calls - multiple everyday

You are allotting new mobile numbers only for the purpose of bulk SMS. Such numbers are not used for any other purpose.
On complaint to service provider, action can be taken on sending number only, which no longer exists or is not in use.
That is just one of TOO MANY scams in which Anil Ambani is involved.
Nation has had enough of Reliance loot in all aspects of life. Now situation has changed. I am eagerly waiting for the news of Anil Ambani in jail.

During 2007, Harsh Pathak filed a petition in supreme court through counsel Vivek Tankha, aggrieved with unsolicited calls. Unaware of their relative seniority levels, I somewhere mentioned them as colleagues. A lady called me up bashing me for stating a very senior lawyer as a colleague of a kid lawyer. With 40 years standing in medical profession, I am a proud colleague of interns. My contention may be unfounded. A Vodafone customer, with photoidentity in custody of Vodafone, sent fake lottery SMS to 10 lakh people asking them to claim cash prize of 3.5 crore GBP. I spent time and money, complaining/reminding EVERYDAY to Vodafone, TRAI, DOT, Communication Minister, Police Commissioner, Prime Minister, President, media. After sustained reminders for 13 days, I received fake lottery SMS from same Vodafone mobile and with same content. Can there be any doubts that both police commissioner and communication minister are sharing the booty? Telecom companies bribe billions of rupees everyday to loot the nation and sustain criminal activities through network. With HUGE sums involved, communication minister's house is used as store house for party funds. In the above snapshot, fax numbers are 9811000009 9811098114. Just dial these numbers everyday for a year to find out if any fax machine is attached. That is Vodafone nodal/appellate service. 

Esteemed Shri Kaushik My complaint was against Loop Mobile and not against Look Mobile. I just went through provisions of section 66A suggested by you. Not being a lawyer, I do not know whom to send complaint under that section. As per my layman interpretation : 1. The agrieved person should complain to police about receipt of annoying calls/SMSs. 2. The police should, BUT NEVER WOULD, book a case under section 66A of IT Act. Since section 66A is assigned by police - not by complainant - I humbly construe your suggestion as ABSURD and also you as PLANTED misfit on the post. I understand Delhi police commissioner is directed to sleep over heinous crimes in telecom and section 66A stands superceded by those directions. Where is the need for you to send ABSURD response? You appear to have more knowledge of sections. Please let me know section under IT Employment Act, under which planted misfits can be dismissed from service. On second review, I found section 66A not applicable to SMSs complained by me, with no danger, insult, criminal intimidation, enmity, hatred or ill-will involved..

1. This letter dated 29/10/2009 reached me on 07 November. That is the speed at which DOT and TRAI perform. Also they expect same work speed from me too. No phone number, fax number or email address on letter. Just write down, put in envelope after a week and book with courier after one more week. 2. The same officer sent me a letter dated 29/06/2009 which reached me on 10 July. It appears DOT staff is on duty on 29th day of every month - on remaining days, they attend to their outside business or jobs. 3. The content of letter referred to in para 2 was redundant. That applies to this letter too. DOT and TRAI fail to find any specific issue in my compaints over 10 years, with THESIS hosted at http://ukmall.net/undigested/spam 4. SMS scam involves crores of rupees EVERY DAY. Despite being caught red handed, through their baseless communications, such corrupt people are not dismissed from service.

The facts narrated therein are far deviated from ground reality. The actual case is a multi-TELGI scam wherein corrupt people at DOT, TRAI and UCM are not willing to check national loot by telecom companies. My summary submission is as follows :- 1. After complaining to service provider, sending networks, TRAI, DOT, UCM, PM, President EVERYDAY for years, even today I received unsolicited SMS. Subject : Telecom Scandals - Crores of rupees EVERY DAY

Esteemed Sir

This is a complaint against telecom service providers, TRAI, DOT and Communication Minister.
Amongst too many scandals likely as existing, I could build up modus operandi of three :-
SCANDAL ONE : Forged Charges
A message is flashed to all subscribers, charging Rs99 for game dowload that was never made. Very few subscribers are able to sustain objection and are refunded in two instalments of Rs49 and Rs50 at a week interval. With a crore subscribers affected, a hundred crore rupees are bagged in one go.
 SCANDAL TWO : SMS Service (One example)
1. An advertiser pays Rs one lakh to Pel Softlabs for sending ten lakh SMSs
2. A new telephone number is procured in name of advertiser.
3. SMS is sent to 10 lakh people, including DND registered numbers.
4. The advertiser surrenders telephone connection OR service is stopped by provider.
5. The agrieved citizen complains to own service provider. With sender having surrendered connection, no action is possible.
6. THE SAME ADVERTISER with SAME PEL SOFTLABS keeps sending SMS again and again.
7. Vikaspuri Police bags own share of booty for filing the complaints as solved.
Pel Softlabs is just one of too many SMS service providers. Total scam involved would cross all limits we would ever imagine.
SCANDAL THREE : Unsolicited Calls
1. Telecom companies provide connections to call centers knowing fully that service would be used for mass unsolicited calling. The call centers may have twenty telephone connections each emitting a thousand calls a day. Paschim Vihar has multple call centers - so have all other colonies - total number in thousands. A survey of calls made would require extended values of infinity.
2. Amidst that uncountable wealth involved, TRAI under some pressure once a year fines a few call centers Rs250 each and releases press notes.
You are requested to probe into these scams. I assure you that TRAI building, DOT building, Communication Ministry building would be found comprehensively stuffed with unaccounted currency notes.

July 28, 2009  The Prime Minister of India Fax : 23016857 Subject : Request for dismissal of corrupt Shri Mohan Lal Sindhi Asstt Director, DOT Esteemed Sir Please refer to letter dated 01 July 2009 sent by Shri Ravi Nagpal Nodal Officer Airtel to the aforesaid corrupt officer. The letter hosted at http://ukmall.net/undigested/trai overlooks a thousand instances of unsolicited calls to my DND registered mobile reported to customercare, nodal officer, appellate officer, TRAI, DOT, UCM and you. His advice to me to raise a complaint is redundant.  The letter was accepted by the aforesaid corrupt officer and forwarded to me after THREE WEEKS, on 22 July with no reference number. An analysis of two letters would indicate tonnes of corruption involved with telecom companies bribing TRAI, DOT and others crores of rupees EVERYDAY. Shri Mohan Lal Sindhi stands caught in the web accepting nodal officer's reply without corelating with the content of complaint. With corruption rooted at the top, few people would complaint and hardly any one would follow up. Even while sending this I received SMS from "You've Won" with no reply to number. I have been asked to call +23222289840 (OVERSEAS NUMBER - Belfast, Northern Ireland) to claim cash prize of Rs25,000. The trinity of TRAI Chief, DOT Chief and Communication Minister is actively involved in such nefarious activities - their roles in parallel economy are inseparable. After ICICI intrusion from +401 +404 PRIVATE NUMBER  +15204132349, this SMS is the second invasion from foreign soil within a week.

February 10, 2008 The Chairman TRAI Subject : Bankruptsy of insight with TRAI staff Esteemed Sir  I am in receipt of communication no. 109-1/2008-MN/43 dated 8.2.2008 from Radha Vedagiri, technical officer (MN), to be hosted at http://ukmall.net/undigested/spam. The communication is an ideal example of bankruptsy of insight in government machinery and what can be expected from people recruited on cash and carry basis. 1. The communication refers to my 5 emails conveniently ignoring two zero's after 5. 2. ALL my thousand mails - a mail every day - were addressed to my service provider Airtel, with copy to TRAI. Your too learned staff says "If you have aready complained to service provider...". What, what, what a redundant sarkaari version! All emails carried telephone numbers of spam callers. 3. The section quoted expects consumer to tolerate intrusion for 5 days after registration. My mobile was registered on 27 August 2007. On 12 January 2008, Airtel gave 04 february as deadline no.100. TRAI was informed but it was sleeping and ignored deadline of three weeks in place off 5 days. 4. Even now can I expect not to be intruded after 15 february? Punishment to offenders is of course out of question - the greatest offender being TRAI for remaining insulated. I still reiterate TRAI is regularly bribed by spam callers and service providers. You ask me to complain to service provider before approaching TRAI. Why don't you check your own record before soliciting information from complaint? Just like daily newspaper, you have been receiving a fax copy and an email copy of complaint sent by me to service provider  EVERY DAY. Also you refer to my email dated 07 February. What happened to several hundred emails before and at a dozen emails thereafter? Do you really require 13 days to process a reply?

Esteemed Sir
After midnight today, I received six phone calls from 911244195700 - last one recorded at 02.50 - on my mobile 9810571993. The number was registered in DND registry on 27 August 2007. The caller said,"Aapki Kotak Mohindra se bat huyee thi......" thrice, nothing twice more and after dialling sixth time, laughed in gathering. Under no stretch of imagination can such calls be construed as yet another unsolicited call. Perhaps the calls were made from a late night gamble-drink party.

They have been too nice sending apologies and assurances. Occasionally a call centre behaves in untolearable manner.  Call received today was from ICICI Bank EMI Card 29811370. On my harsh prtotest, the lady returned abusive language and dialled my number 9810571993 six times more. The I received call from 29811370, the calling man threatened me with dire consequence. 05.07.2007 : I obtained contact details from tatacard.com and sent complaint to customer.care@tatacard.com Email was not processed in absence of 16-digit card number. On resubmission, I was asked mother's maiden name, etc. Phone 011-60008000 has no option without card number. Fax 01242348096 not responding (Responded after email was sent to all Tata companies - bounced back from half of them). There is absolutely no way, a person can contact the company expect through card application form. The website has no DoNotCall link - though such link is redundant on ICICIBank and other websites. DoNotCall numbers are regularly bombarded.

Telephones are installed at call centres. The verification team is fully aware that the connection would be used for mass calling.  2. Airtel has ignored hundreds of complaints faxed by me to 01141613579 9810498104 and presumably thousands from others.  3. Other telephone providers appear to have stopped allowing mass marketing calls. Only Airtel numbers are in use.  4. No other provider appears to be currently promoting own services that way.  Sir, unsolicited calls constitute a perpetual menace. The reply command says "Invalid Number" 13.36.32    Above message received again  10.43.33 ICICI Prudential's Unit Linked 3 in 1 offer - SAVE TAX, BIG RETURNS & LIFE INSURANCE. Interested? SMS yr name now, to 98204-55443  Sender 919313228575 - Reply not transmitted to this number.  Reply to 9820455443 - SPAM REPORTED TO POLICE All the three messages had no Reply To route, indicating connivance of mobile companies in perpetrating this menacing.  For several years, I have been reporting the problem to the Police Commissioner, RBI, TRAI, UFM, UCM, PM and media. on 12.06.2006 at 09.03.29, I received a message from ICICI Bank, offering help in buying or selling property. Your phone service has denied me my right to shower some filthy abuses in reply.
The message has no sender number. The reply is directed to ICICI Bank and fails to go as Invalid Number.
Delivery of such message without Reply provision would be construed as connivance of Airtel with ICICI Bank in intruding into privacy of mobile subscriber.
Complaint is being faxed to TRAI, RBI, UFM, UCM and others.

I have a phone with incoming calls diverted to another one and use that phone for autodialling. I feed the phone number of the disturbing caller in autodialler. My phone autodials the offending phone number every ten seconds and the offender cannot misuse the phone for hours.
If you are not as equipped as me, just THRASH the caller verbally. That small gesture from you may contribute to stopping a public nuissance.
