Street romeos who pay thousands of rupees as monthly mobile bills, shelve out some money and enjoy. Dating and affairs are accepted features of the society. Under the circumstances, most rapes result from misinterpretation of smile, laugh and such other gestures. When the guy senses unwillingness, he is not mature enough to handle the situation. The instant misdirected reaction may lead to rape or even eliminate.   Khooni Darwaja and Shanti Mukand Hospital culprits must have sexed with willing and unwilling partners every day for months. No one makes attempts to trace the past. Culprits go behind bars just because some positive efforts to cap the events fail.   Requirement of attractive girls may have ambiguous meaning - requirement of "passives" can have just one undisputed meaning. Yet such advertisements are conveniently overlooked by police, politicians, NGO's and media. Rape is the side effect of such liberal culture. You cannot expect to harvest acacia wood and gum acacia without encountering acacia thorns.

Around 1979, my nursing home was graced by a team of cheats wanted to dispose of huge gold jewelry and siver coins dug out during construction. I managed to sedate one of them and hand over the team to police. After all police efforts to persuade me and release "Sultanpuri ke seedhe saadhe bhole bhale log" failed, I had a glimpse of police-court-criminal nexus for several years. Ultimately, I and my wife were let off after paying fine of Rs500/- each and the team was let off with grace.

Perhaps wrongly presuming rape as equally compoundable charge, let me apply my court experience to a hypothetical sequence in a rape case proceedings.

1. The culprit, paying a monthly sum to the police, thrives on pick-pocketing and looting in his area. He simply remains listed on police list of bad elements and is questioned every time a major event occurs in the area.

2. He spends soft-earned money on wine and women. Police, NGO's, Media are not concerned as both man and woman are willing.

3. He teases women who just ignore the matter.

4. He is caught eveteasing and molesting. He is thrashed on road side. Cops just stare from a distance and remain unconcerned in absence of complaint. Someone injured in the melle goes to private nursing home for first aid. Every one forgets incidence.

5. A victim is dragged/driven to secluded place and raped. She reaches home. The family is raged instantaneously but, after careful consideration, opts only to console the victim. She is taunted by immediate relatives and friends as a rape victim, not absolutely free from her own fault.

6. Another victim manages to reach police station. Right at the gate and in corridor, she is advised to avoid public disgrace and forget the incidence. She brings her parents - they are also persuaded and the matter ends.

7. Many persons may be lucky and may not be caught during life time. With a stroke of bad luck, the culprit is eventually caught. A case is filed in the court. The guy enjoys holidays with his friends (police) providing with all amenities. After six months, girl is summoned to the court as witness.

First Date (23rd July)
The girl was raped on tuesday, 18th January around Buddha Jayanti Park. She is tutored to state the day as thursday and date as 20th January since FIR was written only after avoidance for two days. She is also tutored to change venue from Buddha Jayanti Park to Shaker Road because of technical reasons. The victim agrees to state that she was raped on Shanker Road on thursday and identify culprit's watch and bunch of his hair recovered from that spot in her presence. Eventually, the judge has to leave early and case is adjourned to 8th January.

Second Date
Defence counsel approaches the victim family and cites cases pending in courts for decades. Offers to pay 300-400 rupees as settlement amount.
Public Prosecutor asks if the settlement has been reached. Then he deposes before the court,"Sorry, case property could not reach here since locker incharge is on 3-day leave". Case adjourned to 5th August.

3-6th Dates
Case adjourned because investigating officer had unfortunate death in family, lawyers on strike, judge too busy elsewhere..........

7th Date
Defence counsel approaches the victim family and cites cases pending in courts for decades. Offers to pay 1000-1200 rupees as settlement amount.
Public Prosecutor asks if the settlement has been reached. On protests, he claims,"There is nothing wrong in proposing a compromise. Even the hon'ble judge can persuade a compromise". The judge just gives affirmative look. Case adjourned.

8-10th Date
Victim fails to appear on two occasions. Served bailable warrant. Father furnishes a bond of Rs10,000/-. Warrant cancelled
11th Date
The girl screams she wants to get rid of court. She is overheard as agreeing that she would not identify culprits or even the incident. That day nothing goes amiss. Her statement is recorded as hostile. She is fined Rs500/- for skipping some dates and her father Rs500/- forfeited as a part of bail bond.

After a few months, the learned police officer visits girl's father asking if he has address of the acquitted person, "Usne ek aur kes kiya hai. Maine socha woh kabhi aap se milta raha ho aur aapke paas apna ata pata chhoda ho. Mein usee ko dhoond raha hoon aur sab se pahle aap ke paas haazir hua hoon". 

1. Dr Mrs Nigam is an esteemed member of medical profession. She and her daughters should be extended full cooperation and consolation in such traumatic phase of her life.

2. I don't suspect it in present case but it is going to be used as a rivalery tool. Use a call girl from the front, from the back and through the lips, push her into doctor's chamber and begin shouting. All NGOs and medical examination would endorse your contention and the doctor would be castrated from medical profession for rest of his life, after jail sentence.
