Esteemed Sir 

I am to humbly submit : 
1. that from word of mouth, I feel convinced that for permission to let out residential premises to banks, telecom companies, etc., owners of plots on road no.30 and outer ring road in Paschim Vihar have paid a bribe of over Rs2 lakhs each - presumably upto 25% going to DDA staff and balance divided amongst tout levels. 
2. that DDA staff has been extorting quarterly bribes from nursing homes and shops in residential areas, to overlook nonconforming activity. That has been going on for quater a century under governments of all brands, with some perceptible reprieve during brief Devegowda regime. 
3. that in all other colonies of Delhi, situation cannot be expected to be different. The total amount involved in the scam may not fall short of annual Delhi government budget. 
4. that my experiences narrated at http://ukmall.net/undigested/dda suggest DDA officers deny all requests received direct on frivolous grounds and overlook most serious violations when approached with bribe or through touts. 
In view of expected extent of scam, you are requested to get my above contentions investigated through CBI or such other suitable agency.

I am to humbly submit :- 

1. that  I am bonafide owner of premises at ground floor (about 1400 sq ft) and basement (about 1500 sq ft) at 136 Avtar Enclave. 

2. that I propose to let the premises to some bank or such other organisation for public utility nonconforming use. 

You are requested get the premises inspected and let me know the charges to be remitted by me for permission.

Subject : DDA staff intrusion without identity card 

Esteemed Sir 

A person just landed at my premises and inquired about my property. On demand he failed to show identity card and introduced himself as AK Gupta, JE, DDA Enforcement Branch. I refused to talk to him in absence of identity card. 

In all probability, either as DDA staffer or as proxy, he is visiting door to door with motive of extortion. 

You are requeted to probe into the matter.
