Subject : Bankruptsy of insight in government machinery   

Esteemed Sir 
 
I am receipt of yet another communication from HONORABLE P Shimrah Secretary Banking Lokpal, viewable at http://ukmall.net/undigested/rbi. The very look of the letter suggests it being a routine instrument of KHAANAPURTI culture. 

1. The letter was compiled on 7th December, signed on 14th December and sent on 19th December. That indicates the speed of government machinery where no bribing is involved. 

2. I lodged complaint against ABN AMRO bank on May 21, 2004 and a dozen complaints/reminders thereafter. The letter fails to indicate chronicity of my complaint under reference. 

3. The information furnished in my complaints has always been complete. I request a referendum to an impartial person to decide whether or not the additional information solicited in the letter is IRRELAVENT.  

4. On May 19, 2007 I received email from the same officer to send complaint either on the format itself or OTHERWISE. The OTHERWISE option is missing again today.

What an Intelligence Service?
The police in national capital and RBI are unable to identify an accused company from its popular name and phone numbers.

I doubt if any citizen of Delhi has eye sight acute enough to read address, phone numbers, etc in above document either here or in original available with me. 
08.05.2007 : 1. Today I again received unsolicited call from Reliance Money (alias Reliance Credit Cards) phone 47012708. If police commissioner and RBI do not have resources to find the associated registered company, how am I expected to be more resourceful. 

2. Last month I received a spurt of apologetic calls from ICICI Bank assuring stern action against calling agency. Call just received from 47012717 showering abuses on my protest. Dialling again repeatedly - not attended by me.

10.05.2007 : Letter no. BO.NO.:    :    :SNS: 15734/06-07 dated 9 May 2007 from Hon'ble P. Shimrah, Secretary, Banking Ombudsman
1. It appears that the Ombudsman is yet to wrap up accounts for the year 1906-07. If the word BANKING can be printed in Hindi, why not LOKPAL in English?
2. I sent several hundred complaints to all spined levels. The letter fails to specify date and addressee of my complaint.
3. I construe the communication as further mockery of public complaint system - no action taken.

Subject : Bankruptcy of intelligence service in government machinery. 

Esteemed Sir  

In response to my phone spam complaint against Reliance Credit Cards (phone 47557195, 46524284), I just received a letter no. DNBS.ND.No.5360/10.01.001/M.I./2006-07 dated April 26, 2007 from Hon'ble Shri Satya Narain, Assistant General Manager RBI. The letter can be viewed at http://ukmall.net/undigested/rbi 
I have been requested to furnish RBI the correct name of the company as there is no such company in the name of Reliance Credit Cards. 

1. The letter refers to my complaint dated 22 November 2006. That is normal speed at which government machinery works where no bribe amount is involved. 

2. The letter has address, phone numbers, etc of RBI at the bottom. With letterhead going to thousands of addressees every day, I doubt if any one person in Delhi can read the content without magnifying glass.  

3. The police in national capital and RBI are unable to identify an accused company from its popular name and phone numbers. What better can you expect from stuff recruited on cash and carry basis?

Further Mockery of Consumer Complaint ! 
 
Where is the date and addressee of my complaint? 

Reply to Email below : I thank you for responding to my email.
1. I have been complaining to banks for several years. Detail at http://ukmall.net/undigested/spam Hence my compalint to Banking Lokpal is bonafide.
2. You state that complaint may be made "either on the format itself or OTHERWISE". I strongly protest againt arrogant contradictory information in your letter no. 15734 dated 9 May 2007
3. A PIL was filed by Harsh Pathak through consel Vivek Tankha in Supreme Court indicating how the country is seized off the matter.
In view of above, please take up my complaint more seriously.

Email from Secretary, Banking Lokpal 19.05.2007
With reference to your complaint, we advise that in terms of clause 9(3)(a) of the Banking Ombudsman Scheme - 2006, the complainant is first required to make a written representation to the Bank against which the complaint is made.  In case of the Bank rejecting the complaint or the complainant not getting any reply within one month or the reply received being not satisfactory, he/she may make his/her complaint to the Banking Ombudsman.  You are, therefore, advised to write to the Bank first.  You may if necessary lodge your complaint with us as per the format on our website (www.bankingombudsman.rbi.org.in) either on the format itself or otherwise alongwith your detailed postal address and telephone/mobile numbers, in case your grievance is not redressed by the Bank within the aforesaid stipulated period of one month.  We shall register the complaint only after you approach us thereafter. 
1. "or otherwise" missing in above letter indicated how complainants are pushed into harassing procedures through inadequate information.
2. "only after you approach us thereafter" : You contacted me on 9 May 2007 in response to my complaint to Police Commissioner during November 2006 wherin I had informed of no response from banks for several years. Still you require me to approach the bank and wait for a month.

Just count the number of my fax messages with you with subject "Unsolicited call bombardment on DoNotCall numbers". The victim numbers have been on DoNotCall lists for years.
